Password protect IE?

Hey all,

My friend has Outlook Express and IE installed on his WinXP Pro computer with internet access. He doesn't want to allow people to access either so for Outlook I recommended a password protected profile.

For IE it seems to be much harder. I can't figure out a easy to do this (he is a computer newb) without making the user a Limited User, using ACLs and setting the permissions for the programs he needs to use.

What do you think?

What's he trying to do with the computer? Kiosk?

Yes make them a limited user and yes once you do there are all kinds of tools at your disposal (not just NTFS privilages but also software restriction policies, etc.)
