Password manager for iOS/Windows

I am in the process of updating all my passwords to fully randomized generated passwords. I've used in the past Password Agent to manage passwords, but when we acquired smartphones I switched to KeePass and MiniKeePass in concert with dropbox hosting the database itself. This has worked, but is really a clunky process for mobile. It's never been simple, but with iOS 9.3.3, I have to open Dropbox, click on the file, click the 3 dots at the top, click Export, select Open in..., then choose Copy to MiniKeePass. I don't mind complexity if it helps create more security, but these don't contribute in any way.

There are a lot of password managers out there that store the database in their own cloud, and maybe even some are multi-platform. In the interest of making things as secure as I reasonably can, I would prefer to not use a password manager with their own cloud solution. I like the separation of the two - especially when it comes to a vendor without an established history. By nature, this database file provides everything needed to get to any of my info. I do not store the URL with the username/password, but with so many sites, I have to the entry with enough information for me to distinguish it - but likely someone else as well.

Is there an app that anyone suggests, or a different process that I am using? I have tried iCloud drive, and while its removes the step of having to open the options menu and select Export, every other step is the same. I really like KeePass and other than the difficulty in using it on mobile, I have no issues with using it.

I do believe that these issues are because of the restrictions in iOS by trying to use an app that has separate data. It could be resolved by allowing a file association to the app like Windows, and I'm sure Android. I may be resigned to using an app that manages it's own data storage, and hope that it supports a Windows client to share the database.

Lastpass on pc works great but the mobile is a pay for service. At least it works across all platforms. I was using Norton vault but they dropped support for the free version and FF so I switched.
 
I use keepass. Once you're synced, you should have minimal use of the network unless you're continuously creating new passwords. I almost always use a local copy of the database.

Same here. KeePass is supported on pretty much every platform out there, works well and is open source. That ticks all the necessary boxes for me.
 
Been using Lastpass for as long as it's been around, eagerly pay for mobile to support them (it's such a small cost that I would pay it even to just use the service in general).

If I had to migrate somewhere I would have chosen 1Password when it was a flat $50. Then they increased it to $65. Now switched to a subscription model for an outrageous $3/month... forget it.

I would probably use iCloud Keychain if I didn't need cross-platform support, but I do... so Lastpass all the way.
 
Lastpass

I've only been using it for a few months but I like it. Chrome integration could be better, but it works alright. Biggest thing that jumped out at me was Lastpass recently released a feature to change passwords automatically without going to the site at all. Doesn't work with all sites, but it makes changing passwords easy in case of a breach.
 
I believe Enpass and SplashID are worth looking at. I know for sure SplashID can do wifi from desktop to device only sync and I know Enpass syncs with personal cloud but not sure if it will do wifi only like SplashID.
 
I've been using LastPass for years and can't see myself wanting to change unless LogMeIn screws it all up.
 
I went from LastPass to Avast Password. I chose it because I already had their Free Security Suite and they allowed Avast Password on both my PC and Android Device. So i tried them out. Migration was a pain in the neck though since Avast Password on migrates from saved passwords in your browser. But it can be a alternative. Also at least for the android app the password is stored in the device.
