Password lock for Folders in Windows XP

Is it possible to put a password on the folders in Windows XP?

I have a PC that is always on for downloading torrent stuff but I want to password lock it so that only those with the password can access it across the network or on the machine itself?

From what I know, you can't achieve this "natively" with Windows XP but is only possible through a third party software.

Help please.

I forgot to mention that I don't want to go the NTFS route. Any third party suggestions?
 
Is there a way to secure it through NTFS such that you have to enter a password to access the file/folder every time even if the 'right' user is logged in? My girlfriend asked me about this the other day, and I told her I didn't think you could do it without third-party software.

Does it work differently in XP? I know they did tweak/change some of the security stuff. Or am I just not seeing where to enable/enter the password?
 
Microsoft has a program that allows you to password protect a folder (private folder??). It was downloadable, I don't know if it is still available. I had it but never used it, as I don't have anything to hide.

I think it only works with 2003/XP/Vista.
