Passat GL auto for $20k cheap?

According to Edmund's, $7k for a 1997 Civic is around market value for a private party sale, so that's good for a trade-in offer I suppose. 20K does sound a bit low for a Passat, although the 2004s are out or soon to be out I suppose.
