I can't get my computer to boot up. I tried to use my system disk to return it to the factory state, but after wiping everything out, it won't let me reinstall windows because it says my HD isn't partitioned. When it asks me to insert the system disk, it goes through the whole wiping out process and won't let me install windows. Any way to get it to boot up without a start up disk?

well, if wiping the drive simply means formatting, then that shouldn't have happened. But anyway, i'm uncertain as to how you did this, so i'm gonna walk through the steps of formatting and partitioning and maybe you'll see a step u left out.

I'm assuming your OS to be 98:

Using the 98 boot disk, after boot up at the A;\ type fdisk.
In fdisk set up a primary dos partition, for simplicity make it 100% of the available space, then make sure you set it to active. You'll need to reboot once that's done...
Using the 98 boot disk again to reboot, this type at the a:\ type format /s or format /u (either of these will make your drive a system drive and give it the ability to be bootable). Once that's done you should be able to reinstall your OS.
