I've looked around the web for advice on partitioning a USB flash drive in Windows XP but have yet to turn up a practical solution. Anyone know of a software that makes quick work of this, or a straightforward solution to creating a permanent (bootable or not) partition?

I take it you mean like a 2GB or 4GB flash drive and not a hdd right?
I've never really thought about partitioning a flash drive... its pretty small as is. The only problem I forsee is the controller for the flashdrive, it may not be able to handle more then one partition. I'd try it out on my flash drive, but I don't want to xfer all the info off this 4G'r on this USB 1.1 PC.

Apparently Paragon makes partitioning software that will handle some flash drives. There are some flash drives that come with a hidden partition for secure data. (Lexar makes one)

Paragon

Flash drives can be made bootable in FAT 16 format.

Flash Drive are Not adhering to the whole gamut of HD specs. Many have variety of propriety gimmicks and the predominant format used is FAT16.

That said if you are willing to take the risk that some Flash Drive can end up useless when trying to manipulate their structure, this software can work with a lot of them.
