The less evasive the better in my opinion.
I have a C: that needs some space added to it from D:
Looking for suggestions.
 
GParted is free and does the job right.
http://gparted.sourceforge.net/
You will need the LiveCD so that you can boot to the CD and do what you need.

Any time you want to manipulate partitions (with any utility), it is a good idea to backup your data first!
