partition confusion

Can one name a partition to any drive letter with FDISK or Maxtor's harddrive boot floppy? For example, if you were to partition a drive into 2 partition, can any of those programs call one partition C and call the other partition Q? Or do they have to be in alphabetical order (C & D)?

If you use a POS OS like Win9X you have to live with the order it gives you, any version of NT will allow you to rename any drive except the boot and system drives, other smarter OSes don't use letters for hard drive access.

But both Win2k and Win98SE OSes will be fresh installs on the 2 partitions, using boot disks to install. So how or when should I rename the letters, before doing the partition using Fdisk or Maxtor's utility? Or after both OSes are installed, then boot into Win2k and rename a letter since you said NT allows you to rename?
