Partial Win2k/XP Install Problem

Recently a friend of mine wanted to install a new operating system on his computer. I recommended Windows 2000 to him because I've been pretty happy with it in the past.

Anyways, here's the problem:
I was able to install 2k with almost no difficulties. The problem is that although 2k will install it does not install fully. When it registers hardware it fails to recognize the CD-Rom drives. They do not show up normally in Device Manager. However, in Safe Mode they do appear. In addition to this, Internet Exploxer and the rest of the "Program Files" folder failed to install correctly and are 0 bytes in file size.

If anyone has any advice or has been through this before please post some help! thanks

*also, he is using fairly commonplace hardware of the Celeron600 era. The CD drives are a HP 9900j and a Imiation 4420 drive. These both are seen by the BIOS and the Safe Mode Win2k. Other system info can be provided.
