Question Part list opinion wanted

This is my first build and I am hoping to build HTPC+Gaming PC with this.

1) HTPC aim : Smooth 4K HDR / HDR 10+ Playback and seeking and lossless audio pass through.

2) Gaming PC aim : Gameplay COD BO4 / MW, PUBG, Raise of the Tomb Raider and other AAA games

2a) Can I play the above games with 1440p res?
2b) My display is LG 4K OLED TV, can I squeeze in any 4k gameplay with this build?
2c) I ultimately want to have RTX 2080 ti whenever I can afford it (may take years) and upgrade the processor too when necessary (i9?)
2d) Will any of the current hardware become a bottleneck for upgrading other parts in the future?
2e) Should I discard or downgrade something since it may be unnecessary or overkill? Should I even choose i7 over i5 for my usage??

Processor : Intel i7 9700KF / Intel i7 9700K
Motherboard : Z390 Phantom Gaming SLI AC ASRock
RAM : 8GB 3000MHz XPG D30 / G.skill Ripjaws / Corsair Vengeance DDR4 (Please help me pick one)
Graphics Card : Geforce GTX 1660ti - Base Model / Advanced (Please help me pick one)
CPU Cooler : Antec Mercury 240 RGB AIO
Storage 1 : 120GB 2.5" - WD Green/ Kingston A400/ Gigabyte SSD
Storage 2 : 1TB 3.5" Seagate Barracuda HDD
Cabinet : Antec DF500 RGB
Power Supply : Antec Neo ECO Series 650W Modular Power Supply (NE650M)
I live in India and this sums up to 1,00,000 INR or 1,350 USD I DO NOT WANT TO OVER CLOCK.

an AMD CPU will give much much better gaming bang for your buck. If you have a MC around you: https://www.microcenter.com/product...-am4-boxed-processor-with-wraith-prism-cooler if not, newegg has it for $420. still better than the i7 9700.

If you're buying new these days, why not get a m.2 NVME drive? they're faster than 2.5 SSDs and don't require cables in your PC.


Okay. Unfortunately here in India, the price difference between intel i7 9700 and AMD Ryzen 9 3900 is $100 and another $20 increase for the motherboard.
$120 goes beyond my extendable budget.

In the USA, a good bang for the buck for gaming is the AMD 3600 or 3600x. I got the 3600x for $160USD. the 3600 cost $150USD 2 months ago. my motherboard (Aorus B450 Pro Wifi) cost $95.

Don't go that small with a SSD (poor performance compared to larger models). Additionally, the WD Green and the Kingston A400 are not good SSDs at all, and despite not knowing what Gigabyte model you are looking at, they don't have a great track record with SSDs.

At a minumum, go with a 256GB (or even better a 500GB model). WD Blue 3D, Sandisk Ultra 3D, Crucial MX500, etc are much better choices for SATA drives. Although the price difference (at least in the U.S.) between a SATA SSD and a NVMe drive is not much, and even budget NVMe drives are much faster.

Here 120GB 2.5" - WD Green is 2,120 Rupees which is ~30 USD
WD Blue NVME SN550 250GB M.2 is 4,299 Rupees which is ~58 USD

Given the performance and increase in capacity, I'll choose WD Blue NVme drive.

@UsandThem , @LOUISSSSS what I noticed in both of your signature is, heavy RAM and Graphic unlike me who is trying to bulk up on the processor.

Should I consider Rayzen 7 3800x in place of i7 or Rayzen 9 and step up RAM to 16GB?

4K video playback is of equal importance for me and hence the struggle. (I am not so sure if this change in processor would even affect it)

Save the money and get the 3700X if you want to go AMD. The 3800X is not an attractive CPU based on $$$/performance compared to the 3700X. 16GB of RAM makes sense since you state you play AAA games, and some games now recommend more than 8GB of RAM for the best experience.

Ryzen handles 4k video perfectly well, so no concern with that.

3700X is definitely a better idea with budget in mind. Between a 3700X and 9700K, the 9700K would need a 2080ti to show gains in gaming, and the 3700X is just plain a better overall CPU outside of gaming. As you say it may take years to afford a 2080ti I can't recommend the i7.

Pair with Ram with good timings (Ryzen calculator) between 3200 and 3600 performance.

You can save money by now worrying about super high end motherboard types. ASrock B450/550 are more than enough for basically identical performance compared to X470/570.

PCIe 4.0 isn't showing to be very important so far in practical terms, so I wouldn't worry too much there either way, but lean towards new B550 if prices aren't too crazy. Seems like supply is starting to get affected now.

You kind of went with an unbalanced system in the end (the Ryzen 3900X wasn't being discussed at all), and it doesn't really gain you anything in gaming compared to a 3700X. A lot of CPU, and not much in the way of the GPU (since you said you play AAA games).

I personally would have gone with a Ryzen 3700X, and used the savings to get a better GPU / 500 GB NVMe SSD for the OS. The RX 580 is going force you to really dial back the settings to play AAA games at 1440P, and that was another thing that you did not discuss here before changing it. Obviously you must have posted this at some other forum(s). This is why I stay out of these "build my PC" threads from new users 99.9% of the time. I got sucked in because I saw the mention of the WD Green SSD as a possibility, so that's on me. :p

Anyways, I'm done so best of luck with the build!

I can bring still bring the processor to Ryzen 3700X. What GPU do you recommend for this?
