When I think of garage I think of a garage door. My apartments 3 story parking deck has no door.

So I say deck.

Yea, garage is an indoor space, so its gotta be a deck as deck has no rules that it has to be indoor, just a horizontal platform of sorts.

A parking "garage" generally is enclosed an not open on the sides.

In 26 years I've never heard the words 'parking deck'. That even includes the time I spent in student/university discussions about building several multilevel buildings where cars are stored and is open to the elements on the sides. They were always called parking garages - by the students, the university, the contractors, and the designers.

At dictionary.com they list a garage as (a) a building, (b) an indoor space, or (c) a commerical place to park. I think you are only defining a garage as an indoor space (closed walls) - ignoring the other two definitions.
