OP, I would not give the dog to the friends who were cruel to the other dog. Find a family on craigslist or through an adoption network who will give the dog a good home. Stay in touch with them so you can get pictures and such so you know the dog is healthy and happy.
They have the "right" to. They are still cold hearted irresponsible AHOLES. You don't CHOOSE to move to a place that doesn't allow pets... A dog is a commitment.. you don't throw them away because it is inconvenient for you and you want to move into a condo(plenty allow pets). You shouldn't get a dog in the first place unless yo uare willing to be responsible... PERIOD.
Finding the dog another home IS responsible. You have no idea what their circumstances are - maybe they're moving into a retirement community, maybe they can't afford to keep up the cost of a home with a yard, whatever. Or maybe they just don't have the time and energy to devote to taking proper care of a dog. In any case, it's not cold-hearted to find your dog a good new home. The dog won't suffer because of it. There's no way to predict what your life will be like ten years down the line when you first get a dog. You need to back off on the judgmental attitude.
Too many people think that dogs/cats/whatever crap pets they have are people. I loved my dog more then anything when I was growing up, as did my brother (who was the actual owner) but when mommy and daddy got divorced, and a single mom with four kids moved from rental to rental where a year with the same address was a good thing, you can be damn sure the dog wasn't on the top list of priorities.
Animals != humans. If they throw the dog on the side of the road somewhere, call em aholes, but if they find a place for the dog to stay, then wtf is your people's problems. Maybe the family pets loved you guys more then your parents did when you were a kid, what?
