Parental lockout for commercials

After reading the 'tubbo kids sue McDonalds' thread, I had a revelation. I use my Tivo to skip commercials when I watch any TV, but my little brother doesn't have the capacity to do this. As contended in the other thread, marketing to kids is unsavory. It's particularly disturbing watching my brother mimic the dialogue & jingles to half the commercials on cartoon network.
Should parents have a right to stop this brainwashing like they do with current parental lockouts? If big corps oppose deleting or time shifing content like they have in the past, are there any software products or Tivo/Replay hacks that can do this automatically? Maybe cache a whole day of cartoon network and show the commercial-free copy tommorrow starting after school.

i think the newest replay tv systems can get rid of ads without user intervention... dunno how it works though.
