I quoted Panetta speaking in the present tense. I didn't claim he was making any prediction about the future.

then he says we need to apply pressure to prevent Iran from making nuclear weapons.
Panetta said "we’re keeping that pressure on to convince Iran that they shouldn’t develop a nuclear weapon". That doesn't imply that pressure is needed to prevent Iran from making nuclear weapons, but rather only that pressure is being applied out of concern that Iran might some day try to develop a nuclear weapon.
