Before this, everything works fine. My card auto goes into 2D mode when idle and into 3D performance when I playing games. After installed some basic program and Vista update. After boot into Vista, the clock speed is always running at 648MHZ even idle. I try to restart comp and still the same and you can't DC or OC it. The only thing you can control is the fan speed. I am running on Vista Ultimate X64 and using the latest driver from Nvidia. Please help and sorry for my ENG. Thanks.

the last 2 sets of drivers have been screwing downclocking up. on a fresh boot it works but after some games or apps it will refuse to downclock anymore. I hate using 30 more watts and running higher temps for no reason other than Nvidia cant get their shit straight.

Are you running multiple monitors? The GPU throttling doesn't work when multi-monitor is enabled.
