Most likely, although it isn't going to cool your VRAM nearly as well.

I think stock cooling on cards like the GTX and GT introduce more heat to the memory than if cooled seperatly. Those stock coolers are big chunks of aluminium, absorbing core heat and distributing it to all card components. My stock GTX cooler was quite hot to the touch. With an HR-03 Plus installed, my memory sinks are only warm to the touch. I think on hot core cards with a one piece cooler, more heat goes to the memory than it sucked off of it...

I have this card and I must say that I am quite impressed with the fan on it. The temps seem to stay down and even running at 100% the fan is remarkably quiet.

To answer this question: what do you think of this cooler? I think its fine.
To answer this question: do you think that cooler will be more effective than the stock one? I wouldn't know, but judging by the responces you've gotten, yes its a better design. Makes sense, RAM can run hot, and if heat isnt being added by one big heatsink it'll be stable, and more cool apparently.
The reference cooler looks slick (one piece, plastic bezel, sticker), but apparently/obvioulsy a two piece does the job better.
