Pal video tape to NTSC format

I have a 20 year old PAL video tape (family stuff) which I found only recently. Since the VCR I have plays only NTSC format tapes, what would be the cheapest way to watch that tape?

The only things that I could think of -

1. A store that would convert the tape to DVD.
2. Buy a VCR/VCP that plays back PAL format tapes.

If I wasn't a little tight, I would've bought a VCR just for this one tape, but unfortunately I'm a little tight 🙁 Obviously the second solution is going to cost me much, so could anyone suggest a cheap way, and if the local photo centers or any stores like that who do that service (how much would it cost)?
 
I bet Trygve's setup would play PAL. Talk to him and see if he'd be willing to do it. I have a feeling if you took it to some place they'd want to charge you a lot. And it seems most PAL compatible VCRs run about ~$400+
