PAL PC game?

A UK seller says his PC game is PAL format. I didnt know PC games had a set format like videos do. Do they? I'm in the US.

I know that you cannot play certain Chinese PC games using English Windows OS.
It is related with character encoding/decoding.

PAL is just a broadcast format, like NTSC.

If the game comes in PAL its not PC. Its a console game.
VGA doesnt have anyting to do with PAL/NTSC.

EDIT: Besides which, last time I was in the UK they were still using NTSC. Its the rest of Europe that uses PAL. (Unless they converted! :Q)
