Question Painting steel case?

I got one of these open air cases:

I asked the seller not to paint it black and not to powder-coat it since I want to paint it white. So I received it and he did as I requested. The case is plain steel.

I sanded it down with 200 grit, 600 grit then 1000 grit sandpaper.



I have these, now how do I use them?

Do I spray a couple of coats of primer first and do I need to sand it in-between coats?

Does the last coat of primer need to be sanded before spraying a couple of coats of the flat white enamel?
 
i would take it to a local body shop and ask them how much. maybe the next time they work on/paint a white car they can do it and possibly not charge much.

So this is the first time I've spray "painted" anything. I think I sprayed a little too much of this primer. The stuff started running after a few minutes. Also, I hung it up from some shelving in the garage to spray it since I wanted to get the whole thing coated with the primer.

I didn't think of the little spots behind each piece of rope though. Not sure if I can just spray enough of the primer in a box until it pools up so I can use a paint brush to spread primer on the bald spots that were behind the strands of rope.

I'm probably going to have to sand this to get rid of the dried up "drips" and the runny patterns. Then I can do another coat before actually using the white enamel.
