Paint Issues on VW

My fiance's car has what looks like entended paint chips along the edge of the body panel, adjacent to front door panel. This appears to be present on both the driver side and the passenger side's of the car. I tried covering this with touch-up paint (OEM VW paint) and with a clear coat (OEM VW) last year, but after inspecting the car again after this winter, it doesn't appear to have stayed on the car. Sorry I do not have a picture, but I will add it when I get a chance.

The edge is pretty thin on the side panel, and I am afraid if I do not get a permament coverage on it that rust could start. There is NO rust yet, but I want to make sure this stays sealed and there is not an issue down the road. Does anyone know a good method to get this matched and sealed? Will I need to take this in to a shop to get it done, or can I do this myself?
