What happens if you work 32 hours during the week, took Friday off but used a personal day for it, then came in on Saturday and worked 4 more hours? Do you get paid your regular rate for 40 hours and then 4 hours of overtime, or do you get those 4 hours paid at straight time?

Yes, each company can do whatever they want. TYPICALLY you would get straight time, its just like a paid holiday. you have to WORK 40 hours to get overtime...usually

My experience has been that most jobs woudn't pay overtime for a situation like that.

Depends on the OT laws for the state + company policy (though it's a rare company that will pay OT if it's not required).

Probably not though, as most states require OT for either:

1) Hours worked over 8 in one day
2) Hours worked over 40 in one week

Since your 4 hours was on a weekend it didn't contribute to any 8+ hour daily totals, & you didn't work more than 40 hours.
