Page too wide for screen, randomly

I'm thinking this is maybe a cookie issue? I use Netscape 6.1, Win98SE. I tried 1600x1200 once, use 1280x1024 now. When I returned to 1280 from 1600, the page was apparently
still at 1600, ran off the edges. That was a while ago, now still sometimes (randomly) I get the same thing. What's up here?
