Packard Bell TS11 any good?

I am currently searching for a suitable laptop for a NGO to replace an old desktop (P4 Prescott!). The manager has told me they want to back up 40GB of data every now and then onto an external HDD. Since our budget is rather tight, we've settled on a Core i3 2330 or 2550M/500GB/4GB.

The cheapest USB 3.0 laptop I can find is the Packard Bell TS11 for £399.99

Otherwise, the USB 2.0-only Samsung RV520 has also caught our eye for £369.97

How is Packard Bell perceived generally? If it is "bad", how about the Samsung? I am really on the fence here because Acer (PB's parent and the TS11 being derived from the 5750 that I own) has served me well despite their bad reputation. I've never been impressed with Samsung despite them going trendy and up-market in recent years.

Packard Bell hasn't made pc in the US for a while. I believe that PB is now own by acer, which I think makes crappie junk. PC are pc.. should be too much difference in term of performance. But having usb3 is a plus.

All these are probably all made in taiwan or china or something.

Packard Bell was junk in the US back in the day, but today is a respected brand in Europe.

im sure itll be fine. i mean laptops are all pretty much the same. screens and keyboards and hard drives and stuff come from all the same places.
