Hello all,

The main problem : pc cannot go to bios, cannot boot from cd (trying to boot windows 7 cd).
The problem not in HDD (in another laptop i can go and boot from cd and start windows installation on that HDD).

Little prehistory (may be this can help).
I got a pc to fix from friend of my mom, the pc is Packard Bell arc21 , it is a second hand pc, the fact that it was working, was working really slow, so he gave it to some friend that told him that pc need new RAM and another HDD, they bought it, his friend inserted some lame HDD into pc, he also said that he solded something inside it can be also lies (i looked for some lame soldering, didn't find any thing), the new HDD went another way.
On way back from that "technician", some smoke started to get out of the pc, we get the new HDD back, it's empty with no windows installed, i opened the PC, it was clean, it was missing thermal paste, i put some thermal paste, replaced bios battery, but i still cannot enter bios.

I have no idea where the smoke came out, i'm running pc with no battery, hoping the smoke came from battery.

Pressing DEL key wont help, F2 or F12 just making me wait for to many time, pressing ESC just shows me the specs of pc, the system and video bios is shadowed - is it ok?

Any advice's? if i'll not fix it, the pc goes to trash.

You have video signal which is good. You must find the key to enter the BIOS. Search the Packard Bell website.

Searched the PB website for hot keys, i found only F2 for entering the BIOS.
the only key that works is the ESC key, witch switches the regular PB logo to black screen with specs of pc. I have 2 options, F2 for entering the setup and F12 for multiboot selection menu, i'll give each one of them about half a hour to try and do some thing.

I also searched the Packard Bell website for the Arc21 and no results were given. Typo?

Wow, I didn't know Packard Bell was still in business. Guess they have a better reputation in the rest of the world than they did in the US, where they were basically laughed out of business at the close of the last millennium.

Unplug it, pull the battery, try to find CMOS battery & remove it. Put it back together & then it should let you into bios.
If not, scrap it & buy something else. I just got a nice clean Dell E 1505 with similar specs for $47 off ebay..

Tell me more. I have a client with an E1505, 60GB HDD going bad, 512MB RAM, bad battery.

Perhaps if I could find them a cheap replacement that came with more RAM, a good HDD, and possibly a good battery, for less than it would cost to upgrade.
