Packaged for Web - How do I get around this?

I manage 95ish computers, and need to install several small programs on each (Nero Admin rights, drivers, etc) but when I click on the file is says "To be executed internally, Packaged for Web; It should not be executed directly" something like that. How can I get around this so I do not have to download it every time?

When I downloaded the files they were direct downloads, to the desktop, they worked fine on THAT computer, but when I put them on the file server so that I can access them from everywhere, it doesnt work, even when I put the files on that specific computer's desktop.

Tried going through IE or whatever to open the file, didnt work.
