P7P55D Multiplier problem

I am having a strange problem while testing the limits of my components. I have an Asus P7P55D with an i5 750. Whenever I stress test, CPU-Z reads the cpu frequency correctly, whether I have all cores enabled or not, and the correct multiplier with turbo enabled. It boosts up to 24x with one core, 21 with all 4, etc.

But, when I stop Prime95 or LinX, the multiplier drops down to 9x. Now, I understand that it is supposed to do this because I have speedstep enabled, which I would prefer for the energy savings. But, the multiplier never goes back up when I increase the load. It will stay on 9x until I reboot. Also, it doesn't seem to matter if turbo is enabled, if I manually set the multiplier to 24x with turbo disabled, it still drops to 9x when I stop stressing the cpu.

Has anyone else had this problem?

On a side note, CPU-Z always reads 24x multiplier when I'm idling, but I don't know if this is normal because CPU-Z is technically doing something, or if it should be dropping down to the normal 20x at idle.
