P5B-E \ E6600 no post?

I just got an ASUS P5B-E and an E6600. The mobo is fresh from RMA and the chip is used, bought from a forum. The memory I am using is Kingston DDR2-667. It has Micron D9GMH chips on it. I get power, fans spin up, no POST. Monitor does not get a signal and no beeps.

Anyone have any clue? I was thinking memory incompatability. But the list from ASUS is so small its insane.
 
Either bad memory, bad CPU, or bad PSU. Remove power from PSU. Remove battery and clear CMOS. Wait 1/2 day before replacing these items.
 
Reseat everything (remove and reinstall) using just one stick of memory, cpu/heatsink, and video connected on a non conductive cardboard surface, such as a phonebook or motherboard box. Be sure all power supply leads are used, including any for the video card. Works for me every time. I've never had a doa board or cpu. Maybe the bios version (for the cpu) or memory won't run on your board.
 
O.K. so I used the ram out my other system, vid card out of my other system, Psu out of my other system. All work great and have for the last few months. I set up on a foam pad. Same thing, everything spins up, lights on, no post, no beep, nothing.

Would'nt it be the board? If the CPU was bad it would give an error beep right?

I have also tried 3 different types of ram that are all 100% working. Same thing happens.

HELP! PLEASE!
