P5B-E Chassis Fan control?

Does anyone know if Chassis Fan 1/2 actually pwms the fan or it just monitors rpm ? There is a Q-Fan control but I see no verbage mentioning pwm'ing like it does on the cpu connector.
Has anyone used Q-Fan for the cpu? It seems when I set for Performance mode the fan still runs at about half speed.
For Optimal which is supposed to vary the speed does anyone know what the mapping of rpm's vs temperature is?
