P55A-UD3 motherboard (can't use PCIEX1_1 while PCIEX16 is being used)

I just bought TL-WN781ND (WIFI card)

I noticed it didn't work when my GTX 760 was installed on the x16 slot
I moved my video card to the x4 slot and all of the sudden the WiFi card started working !

I've tried reading but I didn't find anything about this

Q1:
can't I use my card on the x16 slot and make this WiFi card work ?

Q2:
is this a limitation due to my motherboard or what ?
is there anything I need to pay attention to when buying a new motherboard ?
because I'm going to buy ASUS PRIME Z370 for my new PC, will I face the same problem when trying to install a wifi card with the video card on x16 slot ????
 
Q1 - Not seeing any reason why it would not work, other than maybe its not fully seated.
But there is nothing wrong with using it in the x4 slot
