P4P800 not recognizing my USB Storage Devices

I have an external USB 1.1 enclosure with a 10 GB HDD. I also have a USB 64 MB Creative MuVo.
They both worked great on my previous system (Soyo Dragon Plus).

Now on my new system they are not recognized. I activated 4, 6 & 8 USB ports in the BIOS and none of the settings helped.

I have Windows XP SP1 with all the updates.

Any suggestions?
 
I got the system to recognize the USB devices but I have to reboot everytime I plug them in.

The system will only recognize the USB Drives if I boot the system with them installed. If I plug them in while the computer is already booted to XP it acts like they are not even plugged in.
