P4C800-E Power Problems

I've had my Asus P4C800-E Deluxe for less than two weeks now and have been having problems since i first installed it. At first my system would not boot up until i moved my RAM (Crucial PC3200) to another slot. Occassionally my computer would also not boot up, so would have to reseat the video card (Geforce 3 Ti200) and that would fix the problem.

Now my current problem is that it will not boot up at all. The CPU (P4c 2.8), hard drives (3 ATA/133), (3)Fans, & LEDs on the mobo all power up but the AGP slots and PCI slots are not getting power or very little at all (The fan on the video cards do not spin or spin once every 5 seconds) No video signal is getting to the monitor either. I tried changed the video card to see if that was the problem but neither a new AGP or PCI video card helped. I unplugged everything but the mobo to make sure it wasn't the power supply and even put a new power suppply in, and that didn't work.

Has anyone ever had a problem like this or can tell me if my motherboard is dead? Also, does anyone know if Asus does warranty replacement or am I SOL and have to buy a new one? I bought it from Newegg.com but they only carry a 7 day replacement & Asus's website isn't very customer helpful. Any help would be appreciated.
 
Which bios are you using? Try the latest one, v 1011 off the Asus website.

Also which revision of that board are you using? I've read that the earlier revs had issues with the cpu socket area flexing too much from the heatsink retention - especially with the stock Intel HSF unit, and this can cause the motherboard to not power up. You may have to test your motherboard with the cpu/hsf taken off the board and see. Good luck.
 
I have a revision 1.0 board. I tried the vocal post message test and it says System Failed CPU test. Is there a solution to the retention fan problem?
 
Call ASUS tech support, and RMA the board. I believe anything you do to remedy the problem would void the warranty.
