P4C800-E LAN & USB Problems

I just upgraded my old computer to an ASUS P4C800-E Deluxe (1016 bios), P4 3.0C, OCZ Dual Channel 2x512MB EL CAS2, ATI Radeon 9800 Pro 128MB. I've had nothing but problems with this since day one, so I'd appreciate some advice.

I installed WinXP SP1a, latest Intel INFs, latest USB patch, latest Intel LAN drivers off Intel's site, USB Legacy disabled.

Problem 1: Onboard Intel LAN barely works. I set the IPs & DNS manually, speed is automatically detected at 100Mb full duplex. When I try to browse the net there are 3 or 4 packets sent, 1 received and then freezes. 10 seconds later it sends 3 more packets and dies again. Webpages take 3 or 4 minutes to load (whereas they are almost instantly loaded on the other computers on the LAN). I'm behind a router so it's the connection from the NIC to the router that doesn't work, not my internet connection. I tried 3 different cables as well, with the same result.

Problem 2: USB devices don't work after a reboot. My USB mouse is not recognised by windows unless I take it out and plug it back in. Same thing with the other USB devices. There are instances when even that doesn't work and I have to reboot Windows for the 2nd time.

Any advice would be appreciated. Thanks.
 
I have this board and I haven't had any of these problems. Could just be a bad mobo. I haven't loaded any drivers for the LAN or USB other than the standards and chipset drivers. Perhaps resetting the bios and drivers and starting over may help.
