P4 stock heatsink question

Never messed with pentiums too much so I have a question. I'm installing a P4 1.6 with a stock heatsink w/black thermal pad. When I removed the foil covering, some of the black thermal pad peeled off. Will this be ok or would I be better off taking the pad off and applying heatsink compound instead?

I just smeared it around now and made the black cover the heatsin now.
