its impossible
intel burns the internal multiplier bridges so it is virtually impossible to unlock unless somehow you managed to replace the burnt bridges (i am talking theoretically here regarding replacing bridges, i dont knwo of it would work, nor would it be easy to do so)
the engineering samples (es chips) they are talking about above have not had their multiplier bridges burned so it is possible to adjust them, but like said they are very hard to come across (usually involves inside connections, or a lot of $$$ to buy them from others who have acquired them)
