P4 Heatsink ?

I bought as p4 1.6nw retail I had to remove the heatsink one time so i peeled off all of the thermal tape and applied new thermal compund my question is should i also have removed the foil on the heatsink itself also?
 
Yes, that is part of the thermal pad. I used a product called Goof Off that I got in the paint department at
Walmart. Cleaned it up nicely. Since then I've upgraded to a Thermalright AX-478 heatsink.😉
