As others have said, it is tight. I find it is best to move both handles at the same time; it makes it a little easier. If you are moving it around with the stock heat transfer pad that came on the heatsink, you probably ruined the pad. It appears to be a waxy substance and scrathes off easily. The instructions at Intel, say to not move it while clamping the levers. If you remove it, you will see what I'am talking about. My suggestion is to take it off and apply some heatsink compound. This is what I do any I find it works better for me. Also, put a little spit on the clamping contact area and they will close easier.
