p4 heatsink/fan is loose?

I have a P4 retail and when I snap the little levers onto the motherboard everything still seems loose and I can wiggle it around. Is this normal? I don't think the heatsink is even touching the cpu completely when the case is standing upright? Did I do something wrong or what?

Also, can anyone recommend a good p4 heatsink/fan combo for overclocking that is also fairly quiet? I will eventually replace the retail fan I am using.

The hsf should fit firmly against the cpu so it can properly transfer heat. None of mine have wiggled around.

I don't think the plastic "hooks" are properly fitted into the slots. There should be NO movement at all

Ok. Well there is something wrong with mine then. I'll keep messing with it.

make sure the 4 points are securely through the mobo and that the 4 white pegs are placed in their spts to make sure the foot pegs to not work themselves out...
