P4 3.60ghz 775 Prescott way2hot?

I'd try loading the cpu (with SM or 2xPrime) and using throttlewatch, if the cpu throttles then you're overheating... sometimes sensors are just way off.
 
As said, 65C is an okay load temp, but not idle.

I've just got to ask: Why would you put one of the hottest CPUs ever made into a space that small? Sounds crazy to me...
