P4 2.4 (478) motherboard or bios glitch

I seem to be having trouble with my motherboard.
I just need a quick explanation why this occurs
2 motherboards with p4 2.4hz clocked down to 1.7ghz
1 that i know is intel 865 chipset has pentium 2.4 ghz but its clocked down to 1.7ghz.

the multiplyers are 166.
i'm running ddr 333 512mb of ram on both boards.

let me know please
 
Shouldn't a P4 2.4 run at a 133 FSB (vs. your 166)?

Run this FREE CPU identifier:

http://www.cpuid.com/download/cpu-z-139.zip

Run this application (called CPU-Z). Click on the "About" tab and click the button that says "Registers Dump". It will create a text file with all kinds of useful info. We only need the first paragraphs labeled "Processors Information" and "Chipset". You can leave out the "Thread Dumps" part between Processors Information and Chipset.

Post that info here, and we'll have a better handle on what's going on.
