My system is 58C and cpu is 717C is this too much for my p4
VCC is 1.92-1.95 under full load
When does the p4 thermal throttle kicks in?

Dude, where do you have your PC, in a warehouse? I'm almost positive that CPU throttling will kick in at about 76C. You are WAY to close to that temp. I suggest you turn on your AC. 😉

P.S. I'm assuming you meant 71C instead of 717C. 😉

Check that heatsink! It might not be making proper contact with the cpu die.
