P4 1.6 Northwood + Asus P4B-266 Problems...

I am working on this PC for a friend. I had it built and running somewhat already. When I very first turned on the power, the fan on the CPU would just flicker, and never spool up. The computer would not boot either. After tinkering with a few things, I'm not sure what, the thing finally booted. I installed Win XP for her and gave it to her to take home. She got it home, plugged it in and installed a few drivers, and upon reboot...well...it never did. When you hit the power switch, the HD light comes and stays on, the power light stays on, one of the CD-ROM drives light stays on, the other CD-ROM's light does not illuminate, and he HD doesn't consistently spool up. Just goofing around, I will wiggle some of the drives cables with the power on and every now and then , and with no consistency, an audible warning tone which sounds alot like a siren, starts going off. Never does the monitor power up with anything on the screen either. I have removed everything in the PC except for the video card, HD, RAM and CPU to try and narrow it down, but it still performs the same. I've swapped video cards and hd's with spares and the same thing still happens. In the Asus manual, it said that this CPU+Mobo configuration requires a minimum of a 230 watt PS but a recommended 300 watt PS. She has a 250 and I tried a spare 230 as well, and get the same results. I believe I have narrowed it down to the 1.)CPU 2.)Mobo 3.)RAMor 4.)a weak power supply. Do any of you have any ideas or have seen this before with this type of config? I would appreciate any help...thanks.

The weak power supply would be my best guess. Running that setup on such a power supply usually isn't a good idea. Try a larger one. If that doesn't work, then swap out everything else.

it isnt the PSU.......

definitely - he has tried two and with only the vid card in it isnt pulling a thing.

my choice: dead mainboard

Have you tried building it outside the case? (Maybe shorting on an extra standoff you forgot to remove or if its really misaligned on the normal standoff's.)
