P35 PCI-E Lanes question...16X / 4X

I know that when 2 VGA's are in use, 1 will work @ 16X and the other one @ 4X only...

But what if only 1 VGA is being used in the bottom slot? Will it still run @ 4X, or will it run @ the full 16X?

4x, they only trace 4 pci-e lanes to that far slot so that's the highest it can go.
