That is deinitely a possiblity as PSUs definitely degrade (sometimes output can drop 10% a year) How long have you had the True Power and has it had 24/7 use? If I remember correctly the 8800GTX needs 450W minimum and with an overclock plus overvoltage plus degrading PSU you could be well below 400W...

Maybe you could borrow a PSU off a friend to check it out.

Yes thats true. I tried many different combinations but all failed mostly. I think its motherboard fault here for some reason. I took max CPU to 2.9mhz with multiplyer 8. Anyways i will give a shot at Qflash, i might get lucky. thanks for help cozumel.
On the other hand I am disappointed at anandtech members for the lack of support for this thread.
