P3 mobile Speedstep problems with XP Pro

I have had no problems at all when i was working as an administrator on my P3 1000 M notebook under XP Pro all the time. Speedstep was fully functional.

Now i have converted my account into a user account for enhanced security, and Speedstep is not worling anymore. CPU is running at full speed all the time now.

What can i do?
 
Did you check the settings in POWER MANAGEMENT.
You may have to change the settings under your NEW PROFILE.

Control Panel \ Power Management \ Intel SpeedStep technology

To run the CPU at reduced speed, regardless of the power source,
change the Plugged in setting to Battery Optimized Performance.
