What is the most I can O/C a P3-850Mhz w/ out water cooling or BS like that. I have 2fans and a Heatsink on the P3, 1 Exhust fan, 1 Fan sucking air into case and have 2 others that I'm goin to put some wher in my case. but my Question was what is a safe O/C speed?
i have:
P3-850Mhz 100Mhz FSB
PC-100 RAM
Asus P3v4x
IBM ATA 100 5400RPM HD

The average o/c speed for your cpu is 1023...of course that includes all the things you don't like...for a casual aircooled setup the speed hovers around 995 - 1003...those speeds seem to be very optimistic though and some people can barely get past 952. The highest speed with your motherboard and just an aircooled setup is 1105 with an Alpha P3-125 I don't know how many fans there are but that seems like a pretty high o/c.

Now if I up the Voltage what does that do? could i run higher or what is the deal w/ that?

generally...it's required that you raise your voltage to keep an overclocked system stable...some cpus get by without having to raise the voltage...some need an insane amount close to killing off the cpu...of course more voltage means more heat...more heat means more fans...more fans means more noise...and so on...that why people just get peltiers and such.
