P3-650 only runs @ 433!

When I got my AMD XP1600+ system, I gave my P3-650 system to my brother.
At the time, it was O/Ced to 747MHz without problems.
Sometime later, he experience instability, so we clocked it back down to 650.

I have since taken the Abit BE6-II motherboard and P3-650 and installed into
a different case. However, now it will not run at anything ove 433MHz.

If running over 433MHz, the symptom is that it reboots at the Windows Professional screen
(with the blue progress bar at the bottom). Then it'll do the same thing over again, etc.

I have tried swapping the memory modules as well as putting them on different banks.
Also tried changing the voltage to the CPU and the memory latency timings.
Swapped video cards, upgraded the m/b BIOS, add fans, but no luck.

Could it be that my CPU's busted? Any suggestions would be greatly welcomed.

Yeah probably a cpu problem. You've damaged some paths by overclocking perhaps. I can't remember if that P3 is a slot or socket. As a last ditch you could clean it up then reseat the cooler with some good thermal paste. Another long shot - reduce the load on your power supply in that new case. Run with just post items installed - single stick of memory, video card and one hdd.
 
It's a slot-1 CPU SECC2 with 100MHz FSB.
I ended up taking the CPU out and putting it into a BE6 board and it worked fine.
Then I took the memory and put that into the BE6 and that worked.

Which leads me to believe there is a problem with the BE6-II board. I now have a Celery 366 installed on it and it's still having the same problem? It could also be that Windows 2000 is corrupt and I'll need to re-do the OS.

All-in-all, it's mighty weird.
 
Oh crap, now the PC just displays a blank screen.
Keyboard lights are flashing during power-on, no beep, no video being displayed.
I have disconnected everything except for video card, memory, CPU. Cleared the CMOS as well, but no luck.
