I genuinely don't understand this one. If he was genuinely deported five times, then how was the city providing sanctuary? Was someone else deporting him? The real problem here is border security.

Border security isnt the problem.
Its the politicians on both sides who want to exploit the illegals for money and votes and other stuff. They make it easy for illegals to stay in the country and out of the prisons so they can be used & exploited.
