Why can't the police arrest these folks? Right there in the picture are some violations of law.
Driving laws violated:
*Improper passenger seating.
*No seatbelts.
*Obstruction of the center brake light.
*Carrying what seems to be an incendiary device and threatning to use it on the road.
Other non-driving laws violated:
* Public nuance.

Are the Oregon police lazy or something. If they are scared, then just send in the SWAT team.
