Seems to me that, strictly-speaking, both of them are correct. Though the first one nevertheless seems very confused about her terms.

Socialised health-care, like medicare, medicaid, and the suggestions for universalising them, are features of a mixed-economy and social-democracy, and as such, like a welfare state, can be regarded as 'reforms' intended to avoid a crisis that would cause the downfall of capitalism and its replacement by socialism.
That's why Bismark introduced such things - to head-off revolution and socialism.
