overvolt problem?

ok so here's the deal - MSI has their own proprietary system monitoring software (corecenter). both it and MBM are reporting nearly flawless Vcore, 3.3V, and 5V, yet the 12V is reading ~12.43V pretty consistently.

i suspect this has to do with the fact that my system draws almost all of its power from the 12V rail. my TT is only capable of 18A on the 12V. i have two questions concerning this:

a) am i correct to suspect the overvolting is due to the limited amperage on my 12V rail?
b) is this a problem? i know PSUs are supposed to stay within +/- 10% of their rated voltages (i'm well within that range), but can that sort of overvolting cause premature hardware failure?
 
A .43V deviance on the 12V line is nothing to worry about; it's only 3.583% above normal, which should be fine.
 
My turbolink 420watt PSU pushes the 12V line to 12.7 according to MB. It hasn't killed anything in 2 years of doing that.
